50% better than wrong is still wrong.

      While the following picture of a defect may constitute “trying” to do something---it is actually accomplishing very little.  Most attempts at “trying” to do something rarely accomplishes as much as simply “doing” something.  Also, 50% of nothing is still nothing, this pipe will need a proper flashing to keep all water out of the house structure.

Charles - Is that decking I see at the lower side of the vent?  Doesn't look like too much of a solution to me.

And might I also ask what kind of vent doesn't need a cap over it also?  This could be only 10% of nothing?!

Tammy, plumbing vents like this usually do not have caps as the small amount of rain that would enter the pipe would simply drain away.  It does need a flashing around it to keep water out of the roof however:)

Glen, I am not sure whether this was something temporary because they ran out of pipe flashings or whether they though this would be a solution.  There were three like this on this roof.

It looks like a case of doing something, planning to get back up there to finish it, and never getting around to it.  The result in the rainy NW is roof damage, however.  There are some things you should just leave to a professional.

I did a post on a vent very similar to yours. In mine they just didn't bother with that silly old flashing instead they slopped lots of roofing tar all around that pipe. I must say yours is much more attractive.

Sloppy, sloppy, sloppy.  Wonder what Mike Holmes would say about that?  Do you know of Mike.  His show got picked up in the U.S.  Holmes on Homes.  He would have nothing nice to say about this.

Charles, I just met a client today for the first time who showed me around the house and pointed out item after item that she got at a bargain...but actually hates.  Same principle as in your photo: 50% off something you hate is NOT a good deal!  Sometimes, people, you need to pay for the good stuff and the good people. Charlie - Seems to be common sense  ...but I am sure the homeowner never got on the roof to check the work of the contractor.  Do they ever? Maybe it was a DIY job.
